Clean up ACL/Login

Add locale global variable in the format
<lang>_<country>.<encoding>@<suffix>
Default set to en_US.UTF-8

Also remove nested if callse and do early abort/method return for
flatten code:
loginUser
logoutUser
setAcl
printLogin
passwordChange

...
